The official forest area of the state is 37,948 sq km, but actual forest cover is considerably lower because a substantial part of the legally classified forest land consists of alpine meadows and areas above the tree line.

Kinnaur – 87.41%
Chamba – 84.68%
Kullu – 83.41%
Lahaul-Spiti – 79.13%
Shimla – 69.99%
Kangra – 54.56%

At the lower end:

Hamirpur – 14.76%
Una – 13.77%

⚠️ Prelims Trap

Kinnaur has the highest percentage of forest area relative to its geographical area, but it does NOT have the largest forest-cover area in sq km.


6. Forest Asset Account – Environmental Accounting

The Economic Survey 2025-26 introduces an important concept of Environmental Accounting of Forests.

The Forest Asset Account compares the forest situation between 2010-11 and 2021-22.

Interpretation

Important interpretation

The increase in Unclassified Forests is particularly striking. The Economic Survey notes that this reflects reclassification/inclusion of previously unrecorded lands, rather than simply creation of new forests.
